Does anyone know how to find phone by imei number?

My teenager lost their smartphone somewhere on the way home from school yesterday and it is completely dead now, so the normal tracking apps are not working at all. I kept the original packaging and managed to find the unique 15-digit code on the box, but my service provider has not been very helpful in actually tracking the device for me. Could someone explain exactly what steps I need to take to pinpoint the location using just those digits, or is that something only law enforcement can handle?
